Report to the Human Rights Committee

The report submitted by the organisations LEAL and NOFEC to the UN Human Rights Committee documents systemic violations of civil and political rights in Ecuador.

The use by President Daniel Noboa of states of emergency and the ‘internal armed conflict’ has led to widespread militarisation, resulting in torture, arbitrary detentions and alleged extrajudicial executions.

The serious prison crisis is characterised by overcrowding, inhumane conditions and more than 680 violent deaths. The judiciary suffers from a lack of judicial independence and is used as a weapon for political persecution (lawfare).

Attorney General Diana Salazar is cited for the lack of procedural guarantees and alleged collaboration with US government agencies to persecute opposition figures. This systematic repression affects freedom of expression, forcing journalists (e.g. Andersson Boscán) into exile.

One of the main concerns is the diplomatic kidnapping and arbitrary detention of former Vice-President Jorge Glas in the Mexican embassy, which violates the Vienna Convention and the International Covenant on Civil and Political Rights.

The report calls for accountability for impunity, an end to military control and comprehensive prison reform.
